Simmons Duncan

MGR of Tech and Legal Integration

Simmons Duncan is a Product Owner with Salus Solutions, where she works at the intersection of technology, operations, and compliance. She helps translate the needs of security, emergency-management, and public-safety professionals into systems they can use. Her work includes systems integration, automation, process development, data management, technical coordination, and the interpretation of legal and compliance requirements.


Duncan earned a Bachelor of Science in Business Administration from East Carolina University in Management Information Systems. Her background also includes operations experience with Formlabs, a technology company known for professional 3D-printing systems. She holds a Masters in Business Law and Compliance from Texas A&M University School of Law.


Her experience also includes work inside government. In 2024, Duncan served as a Legal Assistant with the Washington State Office of the Attorney General. At the AGO she was recognized by Attorney General Nick Brown for Performance of Excellence and for making a significant impact to the agency and constituents of the State. That experience adds a rare legal and regulatory perspective to her technical background. At Salus, she helps connect those disciplines by examining how requirements, policies, regulations, and operational needs should be reflected in the technology and processes people use every day.


Duncan works with Salus subject-matter experts, technical teams, and end users to define requirements, organize development priorities, test solutions, document processes, and support training and adoption. Her job is not simply to build technology. It is to make sure the technology solves the right problem, complies with the right requirements, and works for the people who must depend on it.
