J. Kirk Beauchamp

Senior Program Director

J. Kirk Beauchamp brings more than 32 years of law-enforcement experience to Salus Solutions, including two decades with the U.S. Department of Homeland Security. He rose from field investigations to the Senior Executive Service and national leadership within the DHS Office of Inspector General. Salus records state that he ultimately served as Assistant Inspector General, directing 32 investigative field offices across the United States and overseeing operations, coordination, stakeholder engagement, performance improvement, and reporting. Federal records also document him serving as Deputy Assistant Inspector General for Investigations.


Before moving into national leadership, Beauchamp spent years commanding federal investigative operations along the Southwest border and in major metropolitan areas. He served as Regional Special Agent in Charge for Central and South Texas and held Special Agent in Charge assignments in Houston, San Antonio, San Diego, and Tucson. He also served as Assistant Special Agent in Charge in Dallas. In Houston, he led DHS OIG investigations involving corruption and abuse of public office, working alongside the FBI, Homeland Security Investigations, U.S. Attorneys, and other federal partners. A 2014 Justice Department case identifies Beauchamp as the DHS OIG Special Agent in Charge during a federal bribery investigation involving a Texas police chief.


At Salus, Beauchamp applies that experience to law enforcement, intelligence, investigations, organizational oversight, and stakeholder programs. His career has required him to lead investigators across jurisdictions, coordinate federal partners, manage complex cases, and turn field information into decisions for senior leaders. He brings a practical approach to difficult problems: establish the facts, put the right people on the problem, coordinate the effort, and follow it through.
