Greg Duncan

Captain Gregory A. Duncan brings more than three decades of military, law-enforcement, emergency-management, security, and corporate leadership to Salus Solutions. He served 34 years in the U.S. Coast Guard, rising from the enlisted ranks to Captain. His assignments took him from port security and counterterrorism operations to disaster response, joint military planning, diplomatic service, and senior command. In 2003, Duncan became the first African American Coast Guard officer to complete the U.S. Navy's scuba-diver course at the Navy Dive and Salvage Center.

His most demanding assignment came in Haiti. Duncan served as the Senior U.S. Defense Official and Defense Attaché at the U.S. Embassy in Port-au-Prince, making him the senior U.S. military officer in the country. His first night in Haiti came as President Jovenel Moïse was assassinated. Six weeks later, a magnitude-7.2 earthquake struck the country. During his tour, Haiti also faced flooding, mass migration, escalating gang violence, the kidnapping of 17 U.S.-based missionaries, and a tanker explosion that killed 75 people. Duncan worked with U.S. Southern Command, the State Department, National Security Council, Department of Justice, Haitian National Police, Haitian Coast Guard, and Haiti's civil-protection agency to coordinate military assistance, emergency response, security cooperation, training, and humanitarian support. After the earthquake, Coast Guard aircraft and crews were operating in Haiti within 24 hours; after the tanker explosion, Duncan's office helped deploy a U.S. field hospital.

Duncan's earlier Coast Guard career was built around maritime security and preparedness. After September 11, he served at Coast Guard Headquarters in port-security and homeland-security operations, helping develop maritime counterterrorism policy and capabilities as the service implemented the Maritime Transportation Security Act of 2002. He co-chaired an Underwater Port Security Work Group focused on expanding diver and sonar capabilities and later served in Coast Guard counterterrorism operations supporting National Special Security Events with the U.S. Secret Service. He also served in senior assignments in Los Angeles and Honolulu and as a Coast Guard liaison during Hurricanes Harvey, Irma, and Maria, coordinating across agencies when normal systems and resources were under pressure.

His experience extends well beyond government. Duncan served as a Global Vice President with Pinkerton Government Services, where he managed a Boeing security portfolio valued at approximately $55 million and a workforce of more than 800 personnel. He holds a bachelor's degree in Criminal Justice and Security Management from California State University, Long Beach, and a master's degree in Public Administration from California State University, Northridge. At Salus, he applies that breadth of experience to military and civilian programs, port and critical-infrastructure security, emergency management, humanitarian operations, evacuations, mass care, stakeholder coordination, and complex operations in the United States and abroad.
